Choose it is, there is, and weather verbs for common conditions.
Understand the choice
English weather has several frames. It is + adjective describes conditions, it is raining/snowing describes current precipitation, and the sun/wind can act as subjects.
Core rule: General weather uses impersonal it: it is cold/cloudy; rain and snow can be verbs; sun/wind can be nouns.
Notice it in context
It is cold today, but the sun will shine tomorrow.
Hoy hace frío, pero mañana brillará el sol.
Impersonal it supports cold; the sun is the subject of will shine.
Rain is falling, and the wind is strong.
Water falls from clouds while the moving air is strong.
Rain and wind are weather nouns.
One cloud is dark, but the afternoon will be warm and cloudy.
A dark cloud appears before a warm, cloud-covered afternoon.
Cloud, warm, and cloudy appear directly.
What to remember
- Weather is normally uncountable; a weather is not standard.
- It is windy uses the adjective made from wind.
Common trap: Do not omit impersonal it: it is cold.
