Administrative vocabulary is dense because a pratica contains several steps and papers. The action verb tells whether to complete, attach, submit, renew, or collect something.
Core rule: Presentare una domanda, compilare un modulo, allegare un certificato, and rispettare una scadenza form an administrative sequence.

Per rinnovare il documento bisogna allegare un certificato al modulo.
To renew the document, one must attach a certificate to the form.
Per + infinitive states purpose; allegare takes certificato directly and al modulo marks attachment.
Ho preso appuntamento allo sportello per presentare la domanda.
I made an appointment at the counter to submit the application.
